It's not a belief. Beliefs are positively held and articulated in some way.
It's an assumption, so bred in the bone as to be invisible. When it is challenged, we react angrily because this racist selfishness runs counter to all the hosannas about our tolerance and decency that we treat ourselves to. People who bear these tidings aren't very popular either.
But it is there in abundance and our ultimate unconcern with the fate of people at the sharp end of our greed and aggression will continue to feed the terrorism which will fracture our fragile unity and hasten our decline.
